My preliminary idea for the City of Boynton Beach encourages cooperation rather than coordination, by re-allocating tasks and focusing on overall performance.

To meet the demands for services and greater responsiveness, our city government needs to move away from a purely hierarchical systems to the adoption of a "deployed network" model. The various agencies of the city administration will continue to assume responsibility for responding to particular aspects of its citizens' needs, while simultaneously gaining more independence and flexibility.

Improvement initiatives must not forget that structural changes are aimed at changing the behavior of bureaucracy and are not an end in themselves. Structural changes must stimulate leadership, innovation, flexibility, and accountability for the sake of achieving established objectives and results.
